Data released by the Ministry of Labor and Social Security of Kazakhstan show that as of October 1 this year, the number of foreign citizens licensed to work in Kazakhstan by local administrative agencies was 15,434.
It is reported that the job positions approved for recruiting foreign labor personnel are classified as follows: 586 positions for managers and their deputies (Category 1), and 3,076 positions for department heads (Category 2). The foreign workers are mainly concentrated in the third category (experts) and the fourth category (skilled workers), 7910 and 891 respectively.
At present, 1,751 employers across the country have obtained permission to recruit foreign workers.
A total of more than 399,000 Kazakh citizens were employed by these recruitment units, accounting for 96% of all employees.
By type of economic sector, the construction industry had the largest number of people with 6,137 (40%). The mining industry attracted 1,515 foreign workers (10%); the number of foreign workers in agriculture, forestry and fishery was 1,211 (8%); and the number of foreign professional and technical personnel was 1,143 (8%).
In addition, 1,071 foreign nationals worked in the manufacturing sector (7%).
The main source countries of labor immigrants are:China (3539 people), India (1801), Turkey (1707), Uzbekistan (1487) and the United Kingdom (1125).
In order to protect the stability of the domestic labor market, the Ministry of Labor and Social Security formulates and adjusts the recruitment quotas for foreign workers nationwide every year.
In January, the Ministry of Labor and Social Security reduced the quota for foreign workers to 21,097 from the previous 28,352.
China remains the country with the largest number of work visas granted to Kazakhstan over the past decade: According to data from Kazakhstan’s Ministry of Labor, China obtained a total of 98,846 licenses during 2010-2020, accounting for 32% of the total number of quotas issued to attract foreign workers.
Turkey is in second place (15%, or 45,000 visas), and third - India (6%, or 18,300 visas).
Over the years, the construction of highways from Europe to western China and "led by the joint construction of the 'Belt and Road' initiative can explain the reason why more Chinese people come to Kazakhstan.
According to the National Bank of Kazakhstan, Chinese investment in the Kazakh economy totaled $17.7 billion from 2005 to 2019, accounting for approximately 6% of the entire period.
It can be said that China is one of the major investors in Kazakhstan's economy.
